Oyunsuren Dugarjav

School Board Member
(Managing Director & School Founder)

Mrs. Oyunsuren has been serving as the Managing Director of the American School of Ulaanbaatar since 2006. She holds a bachelor’s degree in Economics from Moscow Technological University and brings a strong background in both public administration and private sector leadership.

Before transitioning to the private sector, she dedicated 17 years to public service, working with key government institutions including the Ministry of Social Services, the Ministry of Trade and Industry, and the Ministry of Foreign Affairs.

Since 1998, Mrs. Oyunsuren has held senior leadership roles as CEO of several private enterprises and as Chair of the Board of a publicly listed company. Her international exposure includes professional development programs completed in the United Kingdom, Australia, and New Zealand.

Her leadership continues to play a vital role in guiding ASU’s growth, operational excellence, and commitment to international standards of education.

Joanne Effa

School Board Member
(Elementary School Principal)

Ms. Joanne Effa has over 30 years of experience in the education sector, working in both public and private institutions in Canada and internationally. She has taught at both the elementary and secondary levels, including English Language Arts, and brings a strong background in diverse educational settings.

Ms. Effa has served in leadership roles in Canada, including within First Nations education and in collegiate programs for international students. She also has experience in adult education, where she trained teachers in English Language Learning instruction through Oxford Seminars.

She earned her Bachelor of Education from the University of Saskatchewan and has completed a Principal Leadership Program through the Saskatchewan Teachers’ Federation. She holds teaching certifications in the provinces of Saskatchewan and Alberta, Canada.

The 2026–2027 academic year marks Ms. Effa’s 15th year at the American School of Ulaanbaatar, where she continues to contribute to the school’s commitment to academic excellence and international education.

Adrian Tugade

School Board Member
(Secondary School Principal)

Mr. Adrian Tugade serves as Secondary School Principal at the American School of Ulaanbaatar, where he leads the Middle and High School programs. He has taught throughout K–12 and brings more than a decade of experience in education. Before entering education, he held corporate leadership roles focused on customer experience and process improvement.

Known to students as “Mr. ID,” he emphasizes strong teaching, consistent school systems, and clear expectations grounded in care and accountability. He advocates for involving students, teachers, and families in school improvement. At ASU, he has strengthened student voice, supported teacher-led initiatives, and promoted the use of research and evidence in decision-making.

Having grown up in an international school and lived, studied, and worked in several countries, he brings a personal understanding of international education and global citizenship to his leadership, both of which are central to ASU’s vision and mission.

His educational background reflects an interdisciplinary focus on leadership, international education, and technology. He holds a Bachelor’s degree in Global Management from Toronto Metropolitan University and a Master’s degree in International Studies from Seoul National University. He also studied Economics at the University of Toronto and completed a Minor in Cultural Studies at Johannes Kepler University Linz. He is currently completing a Master’s degree in Educational Technology at the University of British Columbia. He holds teaching certification for Grades 6 to 12 and certification in Principal Leadership in Assessment through the Principals’ Training Center.
